Desk Services

What the desk
does on session day. Steady

House Of Representatives, Alabama runs six standing services from its Union St chamber office at 11 S Union St FL 5, Montgomery - 36130-2102, United States (US), and each one is described in full below. Every service begins with a prepared calendar and ends with a reconciled record, because the floor should never have to wait for paperwork. If you are unsure which service to ask for, start with a message to the desk → and the clerk will route it.

Six Standing Columns

The chamber desk services in detail

Each service below is run by a named desk within the chamber office, with its own intake sheet, its own hours and its own record trail. Read the section you need, then write to operations@madisoncountylegislativeoffice.com or call +14069627543 to reach that desk directly.

Session Calendar Desk

Daily

The session calendar desk builds and maintains the master calendar that members and the public both follow. Each morning it reconciles the printed member list against the clerk copy, confirms the order of readings for the day, and sets the sign-in window for every entry. If a bill moves, the calendar desk moves it in the same hour, so no member arrives for a session that has already been rescheduled.

The desk also publishes the forward calendar, which shows reading days, hearing windows and referral days for the coming weeks. This forward view is the record residents use most, because it lets a household plan to attend a hearing long before the day arrives. When the printed list and the published list disagree, the calendar desk is the office that resolves the conflict and reissues both copies from a single source.

Ask for the calendar desk when you need a reading day, a hearing window or a corrected session time. Have the bill number ready and the clerk can answer in a few minutes.

Floor Vote Logistics

Session Day

Vote logistics is the desk that carries the roll call from the first name to the last. Before the gavel, staff stage the tally sheets, align the amendment stacks to their bill jackets, and verify the member roster against the attendance board. During the vote, the desk runs the count in coordination with the chair so the spoken list and the written sheet stay in step.

After the count, the logistics team reconciles the result a second time, matching each spoken name to a marked row on the tally sheet. Only after that second pass is the board posted. The reconciliation exists because a vote count that is posted quickly but recorded wrongly costs far more time to correct than the minutes it saved. Members, aides and reporters can request the reconciled sheet the same afternoon.

For a vote count or a reconciled tally sheet, contact the desk on the afternoon of the session. Sheets are archived by bill number once the journal is proofed.

Constituent Liaison Hours

Afternoon

Constituent liaison hours are the public face of the desk. During published hours, residents can meet a clerk in person to ask about a bill, request a hearing record, or leave a message for a member. The desk keeps a single intake sheet for every visit and every phone call, so each request is logged, given a reference line, and answered in the order it arrived.

The liaison desk does not decide policy and it does not canvass. Its work is to make the record reachable: it explains how a bill travels from referral to journal, prints the hearing notice a resident asks for, and points to the committee that holds the file. Where a question needs a member answer, the desk forwards it with the reference line attached so the reply can be tracked back to the original request.

Liaison hours are published on the contact page and confirmed by phone at +14069627543. Bring the bill number if you have it, and the clerk will find the rest.

Committee Referral Days

Weekly

On referral days the desk routes each newly introduced bill to its standing committee. Staff check the jacket for the sponsor and the subject, stamp the referral line, and update the referral ledger, which lists every bill by committee and by date. The ledger is the fastest way to learn where a bill sits and which committee clerk now holds it.

Referral days also refresh the public reading of the file. A resident who wants to know which committee will hear a bill does not need to call the committee office; the referral ledger at the chamber desk already carries the answer. When two committees claim the same subject, the desk notes the conflict on the ledger and forwards it to the chamber clerk for a ruling, so the bill is never left in limbo between offices.

For a referral date or the name of a holding committee, ask the referral desk and quote the bill number. Ledger entries are kept for the full session and audited at recess.

Journal Proofing Sessions

Evening

After each session the desk proofs the journal against the floor record. Proofing staff check page numbers, vote rows, bill references and the order of events, correcting any line that does not match the tally sheets and the calendar. Proofing sessions are scheduled in advance and are open to aides who need to confirm a line of record before the volume closes.

The journal is the long memory of the chamber. A bill that passed in a single afternoon will be read by residents years later, and the journal is the page they will find. The desk treats a proofing session as a promise to that future reader: every vote row will agree with the tally sheet, every referral will match the ledger, and every correction will be initialled and dated so the record shows its own working.

To confirm a line before proofing closes, contact the desk the same evening. After the volume closes, the same line can still be traced through the referral ledger and the archived tally sheet.

Recess Audit Evenings

Recess

Between sessions the desk runs a full audit of the session file. Audit staff walk every bill from its first referral to its final journal page, matching the bill jacket, the tally sheet, the referral ledger entry and the proofed journal line. Anything that does not reconcile is flagged with a written note and held for the next session rather than being quietly closed.

The audit evening is the reason a question about an old bill can usually be answered in minutes. Because the file is walked in order at recess, gaps are found while the session is still fresh and while the staff who handled it are still at the desk. The audit also produces a short reconciliation note that the chamber clerk can review, giving the next session a clean starting point and the public a record that can be trusted from end to end.

Audit evenings are published before each recess. Ask for the recess reconciliation note if you need a summary of how a session file closed.

Process Overview

How the six services fit together

The services are not separate offices so much as one continuous flow. The calendar desk opens the day, vote logistics carries the roll, the referral and liaison desks handle what leaves the floor, and journal proofing with the recess audit closes the record. Each service hands its work to the next with a shared reference line, so a question can follow a bill from the first reading to the last audit note.

  1. Open the calendar

The calendar desk sets the day and publishes the forward view. This is where members plan and where residents first see which subjects are coming to the floor.

  2. Run the floor

Vote logistics stages the tally sheets and reconciles the count. The referral desk stands ready to route the bills the floor does not finish.

  3. Serve the public

Liaison hours and the referral ledger answer the questions that arrive from outside the chamber, using one shared intake sheet.

  4. Close the record

Journal proofing corrects the volume and the recess audit walks the whole file, producing a reconciliation note the next session can build on.

Each recess the desk opens its audit evenings to aides and residents, walking every bill from referral to journal page so the next session begins on a file that reconciles cleanly from cover to cover.
